Is this blind-ist?

Maybe it is... Anyway, since I'm the kind of guy who lurks round toilets with a camera... no, wait, em I happened to be in a restroom and.... ok I had a camera phone and I saw this.

It's a diaper / nappy / baby changing station. Which is fine. But down the bottom they have some brail. Now I could spend about, oh, let's see, fifteen seconds on Google and find out what it says but when you look at it there's a lot of brail there compared to the visual-type text. It obviously says more than Koala Kare on it. So what does it say?
I think it goes something like this;

Maybe you can't see this very well and we like to think there's lots of things you can do if you can't see.

Changing a diaper is not something you want to do by touch.
